Who's correct, Bale or Israel Postil?

Have a number of the 1978 YMCA Jerusalem stamps (Bale 712 or Scott 698). The ones I have do not have any phosphor marking detectable.
Bale lists a variant as 712e NoPh? (valued at $90).
Israel Postil website's catalog of stamps lists "Phosphor: none".
Who is correct? What "higher authority" do I turn to for resolution?
